International Taxation Program

New scholarship for International Taxation Program fellows
DCID announces the establishment of a new scholarship in the name of Professor Oliver Oldman, who for many years directed and nurtured the International Taxation Program (ITP) while it was hosted at Harvard Law School. Beginning in academic year 2009-10, the scholarship will support one fellow per academic year who is enrolled in the one-year master of arts Program in International Development Policy with a specialization in international taxation. Introduction
The International Taxation Program (ITP) is offered as a specialization within the Master of International Development Policy (MIDP), in collaboration with the Duke Law School. The mission of the program is to provide the highest quality professional graduate education for future international leaders and managers of tax systems of countries around the world. To achieve this, the program provides an integrated education across the three key areas of taxation: policy, administration and legislation. The program emphasizes the diversity of economic and social development situations across countries in the design and administration of taxes. A major focus of the program is the comparative analysis of international tax experiences.

Advanced training in international tax matters is more important than ever. Governments must now address taxation in the context of an international economy. Policy makers and administrators must design policies and practices that generate adequate revenue while providing a stable environment for investments in physical capital, in human beings and the environment that are necessary for long-term growth. The International Taxation Program is designed to provide each fellow with the technical and leadership skills necessary to design and manage tax systems in this changing global environment.

Graham Glenday of DCID and Richard Schmalbeck of Duke Law co-direct ITP. The ITP faculty is unsurpassed in background, academic training and practical experience, and includes former Harvard ITP faculty including Glenday and G.P. Shukla. Faculty members have served, and continue to serve, as tax advisers to numerous governments throughout the world. Participants will benefit from a unique blend of academic rigor applied to the analysis of current issues.
