International Taxation Focus
The International Taxation focus culminating in a Master of International Development Policy (MIDP) degree, is offered in collaboration with the Duke Law School and examines international taxation policy, law and administration. The objective is to enable leaders in taxation, whether in ministries of finance and planning, regional and local governments, line ministries or revenue agencies administering taxes, to develop the analytical skills and experience to engage in international taxation and improve tax policy, legislation and administration in a changing global environment.
This focus provides participants with a unique blend of policy analysis, skill development and interdisciplinary work, all focused on tax issues in development and emerging economies. Our objective is to train current and future leaders in all diverse aspects of taxation: policy, law and administration. Advanced training in tax is more important than ever as governments must increasingly address these issues in the context of a global economy. Policy makers and administrators must design policies and practices that generate adequate revenue in an efficient and equitable manner while fostering an enabling environment for economic growth, socio economic development and poverty reduction.
The International Taxation focus is designed to develop the analytical skills in economics, law and administration needed to engage in international taxation and to design and implement successful tax reforms throughout the world. The faculty brings a unique combination of academic and professional experience from being involved in the design, analysis and administration of the major tax types such as the income or value-added tax, as well as trade, mining and property taxes.
The ITP invites officials and other professionals involved in tax policy and administration to pursue a high quality graduate level education in the field of international taxation.

Faculty
Graham Glenday of DCID and Richard Schmalbeck of the Duke Law School co-direct the International Taxation focus within the ITP. Core faculty includes former Harvard ITP faculty (Glenday, GP Shukla and Roy Kelly), along with Fernando Fernholz, Richard Hemming, Rubi Sugana and Joseph Tham.
The faculty members have extensive experience as short-term advisors, long term resident advisors and government officials in a wide range of taxation reforms in more than 30 countries. Participants will benefit from this unique blend of academic rigor applied to the analysis of current taxation issues.
